Two customers ask us the same question most springs. Both have a chalky white line creeping along the waterline tile, both have been keeping up with their chemicals, and both want to know what they're doing wrong.
Usually, nothing. One lives in New Tampa and one lives in Land O'Lakes, and their pools are being filled with water that came from two different places.
That's the part almost nobody mentions. Tampa Bay doesn't have *one* water supply. It has several, they get blended differently depending on where you live and what time of year it is, and your pool quietly keeps a record of the result.
Where your water actually comes from
Most of this region is supplied by Tampa Bay Water, which is unusual among American utilities: it draws on groundwater, river water and desalinated seawater, and blends them depending on what's available. A dry spring and a wet September don't produce the same water.
Underneath all of it is Florida limestone, which is what makes the groundwater hard in the first place. Limestone is largely calcium. Water sitting in it picks that up.
So the question isn't whether your water is hard. It's *how* hard, and when.
New Tampa and Tampa — the seasonal one
If you're in Tampa, your water is different from your neighbors' to the north, because it mostly isn't groundwater at all. The City of Tampa draws primarily from the Hillsborough River.
River water changes with the weather, and the city is refreshingly direct about what that means. Hardness runs from about 140 parts per million in the wet season to around 300 in the dry — roughly 8 to 17 grains per gallon. Anything above 120 is considered hard.
Read that again: the softest Tampa water gets is still hard. The only question is how hard it is this month.
And it peaks in spring — March through May. Which is exactly when the weather warms up, the family starts swimming again, and your pool is losing the most water to evaporation and getting topped up most often from the hose.
That's why tile marks tend to appear in April rather than August. It isn't that you stopped paying attention over the winter. The water genuinely got harder at the same moment your pool started drinking more of it.
Wesley Chapel and Land O'Lakes — the blended one
North of the county line, Wesley Chapel and Land O'Lakes are served by Pasco County, which takes about 95% of its water from Tampa Bay Water — that three-source blend.
The practical difference from Tampa is that your water doesn't swing on a river's schedule. It shifts with whatever mix the region is drawing on, which is steadier but no softer.
There's a second thing about these two towns that has nothing to do with the water and everything to do with the result: almost every pool here sits under a screen enclosure. A cage cuts leaves dramatically, which is why people assume a screened pool is less work.
For hard water it's the opposite. A screened pool still evaporates — a great deal, in a Florida summer — and every gallon that leaves has to be replaced from the hose. The water goes. The calcium stays. A cage does nothing to slow that down, and because the pool looks clean, it's easy to go months without anyone testing for the one thing that's actually accumulating.
Lutz — the one that varies street to street
Lutz is the interesting case, and the reason we mention it separately.
Lutz sits across the Pasco–Hillsborough line. Hillsborough County supplements the regional supply with its own local wellfields, which means hardness genuinely differs from one part of Lutz to another. You and a friend a mile away may not be filling your pools with the same water at all.

There's also a local wrinkle. A lot of Lutz pools went in during the eighties and nineties rather than the recent building boom, and calcium settles into a worn plaster surface far more readily than a new one. Same water, more to hold on to.
What it's actually doing to your pool
The short version: water evaporates and minerals don't.
Top up a pool through a Florida summer and you are steadily concentrating everything the water carried in. That's why hardness *builds* in a pool rather than passing through it, and why a pool nobody is testing will show it within a season.
Kept in balance, it never becomes visible. Left alone, it hardens onto tile and into heater elements — and at that point it stops being a chemistry problem and starts being a much more expensive one.

What to do about it
Test for calcium hardness specifically. It isn't on every test strip, and it's the one number that tells you what's building rather than what's happening today.
Test more often in spring. Not because pools are more fragile then, but because that's when the water going in is hardest and there's most of it.
Don't read a clean-looking pool as a balanced one. A screened pool with a working filter can look immaculate while its calcium level climbs all season.
Deal with it early. Adjusting chemistry is routine. Removing established scale from tile and heater elements is a different job, and a far less pleasant bill.
The honest summary
Nobody chooses a pool service because of water chemistry. But it's a good example of why local knowledge is worth something — the right answer in New Tampa isn't quite the right answer in Lutz, and neither is quite right for Land O'Lakes.
